Cells won't take background color command

When I try to format cell background color, it refuses my command.
And when I try to change font color, it will show that color while I type
but as soon as I change cells, it reverts to black.
I am using Microsoft Office Excel 2003.

What does "it refuses my command" mean in Excelese?
You select a range of cells and the Fill Color tool is grayed out?
