Cell scrolling if locked on

I've clicked something that causes continuous scrolling either down or across
no matter where I move my mouse. In other words, once I click on any cell
and I move my mouse either up, down or across and unless I ctrl-alt-delete I
can't get out of it. Cells are highlighted as I move my mouse. I can't
click on anything else. I've tried to unlock formatting before I click on
any cell, but that doesn't do anything.

A common cause of this is that you are in "Extended" or "Add" mode.

If you see "EXT" or "ADD" down on the status bar try hitting F8 key a couple
of times.

F8 will will toggle you in and out of Extended mode. SHIFT + F8 will put you
in "ADD" mode.

If you are using a wheel-mouse tap the wheel a couple times.
