CDs won't eject

Am using XP with SP1.

Frequently, in particular after playing a CD using WMP, the CD refuses to
eject either from the hardware eject button or right click and Eject in
Explorer.

The problem can be dealt with by killing Explorer in the Windows Task
Manager, and restarting it as a new task.

Any suggestions on what is wrong and how to remedy?

Tony, you may want to try upgrading your "basic" version of Roxio CD
Creator which comes integrated with Windows XP/Explorer. If you have
installed any hotfixes or service packs it can create a problem with
Roxio versions older than "Basic 5.3.5" this will cause your CD to
lock as if you were actively writing content to disk, let me know if
this solves your problem or if its just barking up a wrong tree.
