cdrom drivers not working

whenever i put a cd in my dvd -rom or cd-rom drives nothing happens it does
not even recognize they are there so i went to the device amanager and it
says the following

Windows cannot start this hardware device because its configuration
information (in the registry) is incomplete or damaged. (Code 19)

I tried troubleshooter and itsiad to uninstall and reinstall the drives so i
did and still nothing, please could someone help me i can't even just reload
windows and start over becuse of this..
