I just got this laptop and I am trying to view a program
off of a cd. How do I do that?

Don't understand your question. Could you use some different words to
describe what you mean by "view a program?"
 
If the CD auto runs when placed in the drive, hold the shift key down until
the CD light quits blinking.. right click on My Computer and then right
click on the CD drive icon.. select EXPLORE.. now you can see the
directory/file structure of the CD..
