My XP-Home does not give me the option to erase my CD-RW's. Can you help?

Try right clicking on the drive with the CD-RW in it and see if erase
this disk is in the menu.

Tried a RIGHT-click on the CD drive, in Windows Explorer, to see if the
erase choice is given? Using XP built-in software, a CD-RW can be erased
completely, but individual files cannot.
