CD/RW does not write CD's

I have a internal CD-DVD drive and a external CD-RW drive
on my computer. The CD-RW drive will not create (write)
to CD's in that drive. It will read data from existing
CDs with no problem. My CD-DVD drive will play DVD CDs
but it will not read CDs with data files. My question
is: is there some software tool I can use to help
determine what the problem is (hardware? or software
(drivers)?). I've checked the MS knowledge base but I
can't find any related information. I've also called MS
but they didn't help at all. Any information will be
appreciated.

If the CD hasnt been finalised, nothing else
will read it, BUT the burner. Also
use something like CD Creator/DirectCD
for data CD's. XP's builtin burning is hopeless.

As it doesnt support packet writing, so if you
want to format a CD, it wont format.

And if you're using a CDRW, nothing else
will read it either, BUT a CD writer.
