CD ROM not working (error code 39)

Recently installed windows XP and can no longer do
anything with my CD ROM. I've tried uninstalling and
reinstalling to not avail,the following message allways
appears when I try to troubleshoot.

Windows cannot load the device driver for this hardware.
The driver may be corrupted or missing. (Code 39)

any help appreciated
