CD ROM driver problem

I get this message "Windows cannot start this hardware
device because its configuration information (in the
registry) is incomplete or damaged. (Code 19)" I tried
system restore - did not fix it - I cann ot find the Disk
that the driver is on - I tried to install DLoaded
drivers from the internet and they will not install -
Does anyone have experienc3e with this problem?

the drives are Yellowed out with Exclamation points in
Device manager
