CD-Rom doesn't work

I own a Compaq 5002US and I recently added Windows XP
Home. All of my devices were working, but 2 days ago my
CD-Rom and CD Burner are not working. Under the hardware
troubleshoot, I get this message:

Windows cannot start this hardware device because its
configuration information (in the registry) is incomplete
or damaged. (Code 19)

What does this mean? How can I start my CD-Roms again?
