CD ROM Dialog Box Pops Up- with no disk in Drive

Starting a while ago I occasionally get the dialog box popping up for
the CD Rom driving, asking which of the suggested actions I want to
take. But there is no CD in the drive. Anyway to make this stop?
 
It is most likely another program that is looking to access something in the
drive. It may be new hardware searching for a cd or just a prog. Check out
some of ur programs or just select take no action and do this everytime.
