cd drives not recognized

Have xp with linux, dual boot. Linux recognizes cds, xp
has stopped doing so. Tried uninstall-reinstall, get
message: windows cannot load the device driver for the
hardware. The driver may e corrupted or missing (Code
39). The driver, cdrom.sys, is in system32 where it
belongs.
Tried system restore to earlier time, but no good.
Changed cds, no good. What has gone wrong?
