CD Drives "Disc is not formatted"?!!

PC running Windows 2000 has suddenly stopped allowing me access to discs in
the CD/DVD ROM drive or the CDRW drive. Whenever I try to read a disc in
either drive I get error message "The disc is not formatted. Do you want to
format it?"

Both drives are found OK and device manager says they are working properly.
Have tried reinstalling the drivers , tried unisnstalling and letting
windows reinstall the drives on reboot; but makes no difference.
Particularly frustrating as since they were last working OK I'm certain I
have not installed or updated any software or installed any new hardware.

Can anyone suggest what I can do to solve this problem?
