CD drive access error? HELP!

"K:\ is not accessible Incorrect function"

I have a brand new Pioneer 106 DVD in the drive bay and for some reason I'm
getting the above error when I try to access files on the drive.

Oddly the drive has been functioning perfectly in the 3 days since I fitted
it but now refuses to run when I attempt to install software from CD or
access files on the CD (the CD is not at fault it fails to recognise any
CD).

I returned a NEC DVD last month because I had this error constantly with the
drive and couldn't find a problem so assumed it was the DVD. I'm fully up
to date with patches etc..

Can anyone help?

1. Check Master/Slave jumpers on your Primary &
Secondary channels. (Avoid Cable Select)
2. Replace or install a new 80-pin Shielded cable
2a. Make sure you did not bend the staking pins on
the motherboard IDE cable connectors
3. Update your Chipset Drivers (Intel, Via or Sis)
4. Check your BIOS settings for IDE and make sure
devices are set to Auto and that the IDE controller
itself is configured for UDMA.
5. Open Device Manager, ATAPI/IDE controllers &
click Primary then Secondary and check the operating
mode of your detected devices. Set any unused M/S
channels to None.
6. Check Event Viewer (System) and scan for any IDE
errors that would trigger a Step-Down mode change
for your devices.

Done - it is correct.

It is a new cable and I've treid and old one too.

They're OK

It is.

There's not much info in "properties" eg. no reference to DMA etc Only info
is they are operating properly and the IRQ (14 & 15). Where can I check
DMA?

The only item that shows is
"Faulting application mmc.exe, version 5.1.2600.0, faulting module unknown,
version 0.0.0.0, fault address 0x00530057."
Not sure what mmc.exe is? Other than that no errors - how would I identify
a "step-down" change?
