Can't view secured sites

since downloading and updating Windows XP and IE (6.0) patches, I can't view any secured sites like - banking or hotmail. I've tried changing all my security settings low /or default with no success. Can anyone help ???

Go to start/run
Type in: regsvr32 softpub.dll
Press Enter or click OK
