can't view secure sites

I let this laptop set for about a year, and when I turned
it back on it won't let me view secure sites in IE. I
downloaded Netscape... which I don't like but it works
fine there. So it sort of proves my problem is in IE. I
have my security settings on low in internet options and
have upgraded to 6.0 still no avail.. it searchs the web
fine but I can't get into hotmail, my bank, or microsoft
window update area... well lets me in but fails to scan.
Please anwser back to the above address if you would..
there are so many questions in this newsgroup I would
never find my post....

It shows that I am running 128 enc. and I am runnning 98..
I have had IE 5.5 and upgraded to 6 hoping it would fix
the problem but didn't
