Can't use SIP communication

I am getting this message: "Your invitation could not be
sent because your program is not configured to allow peer-
to-peer calls while in high-security mode."
How can I lower the "security mode" so I can use Windows
Messenger as a SIP UA? I am using XP Home edition and
Messenger 5.0

Greetings,

This feature is due to security permissions within Windows Messenger 5. You can disable this
function by closing Windows Messenger, then downloading and running the following .reg file:
