SIP Communications Service Account missing in Windows Messenger 5.1 and Windows XP SP2

In Windows Messenger 5.1 in Windows XP SP2 with all updates, I cannot find
the section "SIP Communications Service Account" and checkbox "My contacts
include users of a SIP Communications Service" .NET Passport Account and
Exchange account options are available. To use EKIGA for Windows and WM5.1,
I need the SIP Communications Service in WM5.1.

I tried the DLL registration via RUN box of msimmsgr.dll & rtcimsp.dll the
troubleshoot described in the MS KB 890304 with the end point of
"succeeded" but on Exiting the Windows Messenger from System Tray and
launching it again made no difference to the problem.

Uninstall and Reinstall of Windows Messenger5.1 had no effect.

Windows XP Repair Reinstall also failed to correct the problem.

Is there anything else I can try, Please give detailed steps.

Thanks in advance.
