no account tab in windows messenger 5.1?

i try to set up SIP in windows messenger 5.1, but i can't find account tab in
option menu,why?

i tried to uninstall windows messenger 5.1 according to the advice from some
experts on this site, but is it failure.

my OS is windows XP with SP2 installed, thank you.
