Can't use internet explorer

I am unable to access internet explorer. I click on the icon then I get the
following message:

The page cannot be displayed
The page you are looking for is currently unavailable. The Web site might be
experiencing technical difficulties, or you may need to adjust your browser
settings.

and I am not sure what to do or how to fix it. Any help you can give would
be appreciated.
