Pieces of webpages missing

I am getting this message on just about every webpage I go to:
"The page cannot be displayed
The page you are looking for is currently unavailable. The Web site might be
experiencing technical difficulties, or you may need to adjust your browser
settings."
I've adjusted my browser settings to no avail and the settings are very
liberal and not restrictive. Any ideas? Thanks.\\bill247

I'm also getting this message every time I try to download something
including software:

You are not authorized to view this page

Is something turned off I don't know about. I've tried every browser
setting imaginable to no avail.
