Can't upgrade from Vista basic to premium!PLEASE HELP!

Hi.
My computer has Vista Home basic installed and i wanted to upgrade it to
Premium,but when i try that with the anytime upgrade it opens a window in IE
that says error and the following text occurs.
'Windows Anytime Upgrade is not available in your country/region at this
time. You can purchase the edition of Windows Vista you are interested in at
a Microsoft authorized merchant.'

Please help me.

There is no help for this problem. The error means what it says and there
is no workaround.

You might have to mail-order an upgrade disc. Can you do that?
