can't update xp

Greetings,

I can't update XP Home. I don't have a pirated version, it's purchased.
I was using SafeXP and I think it had something to do with it. I've
uninstalled it.

Automatic Updates is grayed out and tells me that "Windows Update was
disabled by your system admin"

I'm the system admin., it's my home computer. I have downloaded and
installed the latest sp2 updates because I can download them and then
install them, but I can't get the latest updates from the website.

IE no longer has an "update" under "Tools" either.

How do I fix this?
