Can't unlock toolbars

For reasons I can't understand my toolbars are locked in
position. I know that this is an option that can be
turned on and off but I can't find where to change that
option. I went to explorer help and it told me that I
should be able to change it under View>Toolbars>Lock
Toolbars. That option is not there and I dont see
anything like it anywhere else. Anyone have any
suggestions?
