can't uninstall program

Please help! A program called "eyetide viewer" installed itself onnto my
computer, keep getting a popup from it, and when I try to uninstall it it
says that it is not responding. What do I do?

Remove it from tray/system notification area first and then uninstall it.

Delete any icons or shortcuts from the desktop and system notification
area first. Then head into My Computer and open up your main hard
drive. Look into program files and delete the program if it is there.
Scan your computer to make sure the file and its traces are gone.
