can't turn off brazil/port. language

Menus and info boxes often come up in a foreign language, aparently
Brazillian/Portugese. I've tried turning off the language bar,
confirming language choice in regional settings, uninstalling some XP
components that had to do with language. Can't get rid of it. Can't get
rid of the language bar either. It keeps coming back.

Look in Help and Support for the reasons the Language Bar re-enables itself.

Go to Start, Help and Support, Language Bar, Show the Language bar, Notes.
