Can't Surf the internet! Help

I have a 2 user home network that is connected to a hub and a cable
connection. One computer can surf the internet fine. I can ping back and
forth between both computers.The computer that get a DNS error every time you
go to the web can also ping public sites. It can also send and receive email.
I have tried the following:
1) removed internet explorer thru add/remove programs and reinstalled.
2) Hard coded another DNS server even though its using the same DNS as the
working computer.
3) Deleted all offline content
4) checked for virus's
What can I do besides reformatting and starting over ? Is their a more
intrusive or complete way of removing internet explorer and re-installing ?
Please advise.

WinXP SP2: You can go to Start | Run and type
CMD
In the command window type
netsh winsock reset
