Can't start pc in Safe Mode

I have been trying to start my pc in Safe Mode. I tap
F8, but instead of getting the menu for Safe Mode, I am
getting a window asking to choose the primary boot. If I
choose the Hard Drive, the computer starts up as normal
w/out offering a "Safe Mode Menu". What do I choose for
the primary boot? The 3-1/2 and use a boot disk, or the
CD drive and use my XP disk? I don't understand why I'm
being asked to choose, and why the safe mode menu doesn't
appear. Any help is most appreciated.
 
Try waiting a little longer before you hit F8. Apparently your computer
also uses that keystroke to do other things before it even starts loading
Windows.
