Can't start or stop any services after sp4

I get "Error 1053: The service did not respond to the
start or controls request in a timely fashion."

Does anyone else have this problem?
 
Did you ever get this resolved

I get a blue screen STOP: 0x0000001E .... KMODE_EXCEPTION_NOT_HANDLED ... -
ntoskrnl.exe. When I boot in safe mode and then look at services, most are
not running and when I try to start any I get the same message as you.
