Can't Start MS Outlook. Unable to open outlook window.

Today I couldn't open outlook on my home computer. I get this error:
"Cannot start Microsoft Office Outlook. Unable to open the Outlook window.
The set of folders could not be opened. The server is not available.
Contact your administrator if this condition persists."

I've been running MS Outlook 2003 windows xp on this computer for about 3
years without a problem. I have a home computer, so no server and no
administrator. I tried reloading the software from the CD. Don't know what
else to do.

What does this message mean and how do I get to my e-mail???
