Can't start "Help and Support"

When I press "START" then click "Help and Support" nothing happens. I want
to go back to a previous Restore Point but without the Help and Support page,
I can't access Restore. I'm using Win XP - Professional, wth SP2 - all the
latest downloads have bee updated (I can access Update from a IE page - Tools
- Windows Update etc etc.
Can anyone assist?
