Can't start a "New Post."

When I use Internet Explorer and I click on "Select New Post" I get a mini
web page with a big red X on it.. If I use a different browser, then I don't
have a problem.. Can anyone tell me what the mini web page with the big red
X on it represents??

I can't as I don't (like many other regular responders) use the web
interface.

May I politely suggest you try a proper newsreader to read newsgroups
instead of that slow and quirky web interface?

You're asking in the wrong place. This is the actual newsgroup; nothing to
do with whatever/whoever you're using to access the web. You'll have to
talk to them about it.

How? (URL?)

It probably depends on the portal you are getting.
E.g. using this one to access this newsgroup

you could start a new post by pressing Alt-M Enter CursorDown and Enter
and all that you would see is the New button being given focus, the popup
menu being rendered, and the Question item being highlighted.
If you use the mouse you would get a tooltip "Start a new thread"
by hovering over the same button. Was your "Select a new post"
a sloppy way of characterizing that description or are you using a completely
different portal with a completely different UI?

If it is something like what I was referring to above one guess would be
that you have a third-party program active which is interfering with popup
windows (e.g. not blocking this one but removing images such as the
Question Mark that is present in it.) Specifically it would be this:

BTW what happens if you try to open that by itself?
E.g. another possibility would be that you have non-standard filetype
association for the .gif file extension and whatever that is could be the
cause of the symptom. Etc.

Hmm... I thought that I might be able to simulate part of your symptom
by unchecking Show Pictures (in Options, Advanced tab, Multimedia section).
E.g. I would expect that to show an image placeholder instead of the image
and instead of the Red-X that you are supposedly seeing. Strangely enough
the Question mark icon still shows even when all the other graphics in the
web interface's UI are seen as image placeholders. Perhaps it has something
to do with the fact that the popup menu is being generated by an .htc file?
(I don't know.)

The Sign In button is also rendered in that state.
