Can't Shutdown Win XP

I have Windows XP. 2 days ago I installed the upgraded version of Weather
Bug. Since then I have not been able to "shutdown". I can "hibernate".
What can I do to fix this problem. Thanks

Try system restore before the upgrade took place and see if that will help.
