Can't Shut Down Computer after 2 Power Failures

after an electrical storm y'day where we lost power twice, my computer
refuses to shut down or even sleep. I was checking for errors with Norton
when it lost power the second time. Running Disk Doctor, I can only get part
way through and then I get a message about something controllling the
harddrive and in order to repair I need to restart computer. There is
something mentioned of security regulators.

scandisk and defrag would be a good place to start....

I would recommend doing this in safe mode.
Press F8 on startup and select safe mode option.

__Invest in a quality UPS backup.__ Then run ...sfc /scannow...chkdsk
/r...
....Internet options>delete cookies & delete files...disk cleanup...
In the case of power outages, it would be hard to say what or how many
files would be corrupted.
