Can't set up Mail account or News

I'm trying, really trying, to set up and use Outlook. I have been forced, I
can't find a trustworthy URL to download Outlook Express.

First off, I attempted to set up the newsreader. I put the News command in
the Go folder following helpfile, and filled in the Wizard's questions. It
seemed to work, I was able to subscribe to my newsgroups.

Now, I wanted to reply to a post, and I went to add my mail account.
Following the directions, I went to tools ==> options ==> accounts and
clicked add. The ONLY options are news and directory services. That's right,
NO option for mail. So, I exited Outlook and hoped that if I logged back in,
the setup wizard would engage.

It did not.
What's worse, is that the GO menu no longer contains the option for News.
Ok, I figure I can add it again, but now the News option is NO LONGER IN THE
LIST of commands for the Go menu.

Now I have a news and mail reader that does neither.

I want to cry.

I want my Outlook Express back!

If you tell us what your problem is with setting up Outlook, I'm sure
someone here will be able to help. State your Outlook version, account
type, and any error messages you get.

Outlook Express is part of Windows, and it cannot be separately
downloaded. (It can be downloaded as part of Internet Explorer.) How did
you lose Outlook Express in the first place, as it cannot be uninstalled?

I'm at work, so specific version is not available. It was Outlook 2003. I
thought I was pretty specific in my post.

1) The option for adding an account of type 'Mail' is missing. When I click
'Add' in the accounts tab, the only options are news and directory services.

2) The option for adding the command 'News' to the Go menu has disappeared.
I was able to add it initially, and to set up the newsreader. However, after
logging out, the command has disappeared upon login. Searching the help file
brings me to a topic about 'News command does not appear' but the solution is
to add it to the GO menu from the command list.

You're right, it was hiding in the system, having been not pinned to the
start menu or all programs listing. I did a search and found it.

That means you're not using Outlook at all. You're using Outlook Express.
Outlook can't "do" news without an add-in third-party NNTP service. Add a
mail account in Outlook, a news account in Outlook Express.
