Can't set MS Outlook Express as mail Client

I just updated MS Office Professional (Ops sys is XP Pro)
and now it won't let me set Outlook Express as the
default mail client. I tried the "C:\PROGRAM
FILES\OUTLOOK EXPRESS\MSIMN.EXE" /reg from the run line
which fixed it last time. But didn't work this time.
I'd sure like to know why MS has make the mail client
default OutLook everytime they do an update. If I run the
above line then try to reset the setting in Explorer
Tools it goes back to Outlook.
