Can't send/ receive msg outlook 2002

I have outlook 2002 and it was working, somewhat. Today it doesn't work at
all. Test msg never worked but I was able to send e-mail to my account on
comcast. When I hit the send/receive button the little arrow is down and it
shows mail is being transferred but I am not getting the e-mail.
