Can anyone tell me what this error message means?

According to instructions published by your ISP you are using
incorrect account settings. The SMTP port should be 465
instead of 25, and SSL should be used. Check all of your settings

It often means that you connection to the server crosses from one internet
provider's equipment to another's before it gets to the server. Such
connections to port 25 are often blocked to cause trouble for spammers.

It can also mean that you don't have the email account under Windows
Mail set up properly. Check here for instructions:
