Can't send or forward e-mails

I am using Microsoft Office Outlook 2003 SP 2 and I can't send or forward any
e-mails. When I select an e-mail and choose forward, the e-mail pops up just
as it should. I am able to enter the address that I want to forward it to,
but the "Send" button remains gray and isn't an option. Obviously, nothing
happens when I click on it due to the fact that it is grayed out. The same
thing happens when I attempt to create a new e-mail. I can enter the "To:"
address and the "Subject", but I can't edit the message. I keep getting a
note the bottom of the screen telling me that "This modification is not
allowed because it is locked". Send is never an option here either. By the
way, it isn't always about modifying, since I can't even forward an
unmodified e-mail. Thanks in advance for your assistance.

Yes. I can receive e-mails just fine. I don't use Outlook as my primary
e-mail, but after I set it up I sent a couple of tests that went through just
fine. The last couple of days, though, I have run into the problem I
previously described. I still receive e-mails, but I can't forward them, nor
can I send new ones. Further details are listed in my original post. By the
way, I am not receiving any error messages, just the problem I listed. Any
help would be greatly appreciated.

Receiving mail does not mean that your account is configured correctly. Check your configuration again and against to what it is supposed to be according to your ISP.

Are you using one ISP and another's email server? If yes, you need to set authentication for the server you want to send through.

The configuration is set up correctly. As I stated, I have gotten e-mails to
go through right after I set up Outlook. In fact, when I set it up, I had a
few e-mails in my Yahoo account that were transferred over to Outlook and
removed from my Yahoo inbox. I forwarded those e-mails to my other Yahoo
account so I would have them in my other Yahoo inbox. Just as a test I tried
to forward those same e-mails to the same Yahoo account I forwarded them to a
couple weeks ago and the "Send" button isn't even an option. It is grayed
out and nothing happens when I try to click it. I haven't made any changes
since I opened the Outlook account a couple weeks back, unless the changes
were made during the last Microsoft automatic update. Also, like I said in
my original post, if I try to send a new message, I can't even type in the
message area. Every time I hit a key there is a message at the bottom of the
screen stating "This modification is not allowed because it is locked". I
don't know how a new message can be locked. I've doublechecked all the
settings with the ISP, even though I haven't made any changes since it worked
right after installation. I'd be happier if I could at least have the option
to select "Send" and then get an error, but the "Send" isn't even an
available option. Thanks again for the help.
