cant send mail

I can receive mail in my outlook 2000 from my network solutions account but
cannot send any. I've tried replacing the port numbers, etc and nothing
seems to work.

If you really mean "Outlook" you are in the wrong newsgroup.
The newsgroup to which you posted is for the Windows Mail program.
You are more likely to find Outlook experts in the Outlook newsgroup:
