Can't send mail

Unable to send mail from my e-mail account (e-mail address removed). I can receive
all my emails. Cox checked the account and determined that everything is
right on their end. Stated that it must be a windows Vista problem. Can you
help me?

I have same problem; error 0x000cccoe, socket error 10061
I tried every thing that I knew and still have same problem
