Can't send e-mails

When I send e-mails, the following error message is rec'd:

The connection to the server has failed. Subject 'test1', Account:
'mail.comcast.net', Server: 'smtp.comcast.net', Protocol: SMTP, Port: 25,
Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E

This problem started suddenly about a week ago. What should I do to
correct? My ISP (Comcast) tells me its a WM issue.
