Can't send attachments >100k

Hi,
I can't send attachments greater than about 100kb. I can
send and receive normal email and send small attachments.
But sending any attachment greater than 100k returns a
SMTP timeout error (0x8004210B0 or unknown error
(0x800CCC0B).
I have downloaded and installed all the recommended &
latest MS service packs, re-installed Outlook, installed
Mozilla, contacted my ISP, disabled my antivirus and
firewall software (Norton), downloaded and run spy ware,
trojan and ad-ware utilities.
Any ideas - many thanks in advance

In some cases resetting your modem/router solves the issue as well.

Thanks but I am on a dial up line and when I end the
session the modem shuts down.
I have run out of options !
One suggestion is that I have a Registry problem - any
ideas on how to fix ??
