Outlook won't send large attachments

I have a PC that won't send large attachments (greater than 200k)
using either Outlook or Outlook Express.

The computer is running Windows XP SP1, Office 2000 SP2. It is
connecting using a 56K dial-up connection and POP3/SMTP.

It can send e-mails with small attachments and no attachments fine. It
can also send attachments when using a web-mail client. The messages
seem to start sending ok but around the 200k mark, Outlook just seems
to stop transmitting (according to the modem traffic).

I have tried repairing Office, uninstalling and reinstalling Office,
running Windows system file repair. I have tried both Outlook and
Outlook Express. I have tried two different ISPs.

My next two tracks to try are altering the MTU (though I don't
completely understand this) and re-installing Windows XP.

Is there something I am missing? Will the MTU help? What else should I
try?

In the end, I rang up the ISP (Clear) and they informed me that they
often have this problem with Intel modems. They are working with
Microsoft to troubleshoot the problem, but in the meantime, they have
provided an alternate phone number to dial-in using.
