Can't seem to get problem fixed

I keep getting this message: you (or a program) has
requested information from microsoft.com

My computer will dial up my modem and caoonect to my isp
but nothing will come up on the screen or IE doesn't open,
nothing seems to haqppen but that my modem dials and
connects.
Can anyone tell me why this might happen? This message
will pop up every 10 minutes or so.
I am on a dial up connection.
