Can't Save or Open .htm files

Dears,
When trying to open or save an .HTM attached file in Outlook 2003 i got this
msg:
"Cannot save the attachment. Can't create file:<Filename.HTM>. Right-click
the folder you want to create the file in, and then click Properties on the
shortcut menu to check your permissions for the folder."
Please note that the user has the full authority on the folder that she want
to save the file in, also I've tried the Microsoft KB829982 on the user's
computer but the same error appeared.
We are using Outlook 2003 with Exchange server 2000, so please give me the
solution for this problem.
