Can't Run Outlook after upgrade From Win 98 to Win XP Professional

I am not able to run Outlook after running the Upgrade
from Windows 98 to Windows XP Professional. Something
happened to the installer. I pulled the text below from
the Microsoft Website and I believe this is my problem.

Does anyone have any suggestions?

Windows Installer patch files (.MSP files) from
previously applied Office updates are missing from the
\Windows\Installer hidden directory on your computer. MSP
files are stored on your computer after update
installation completes because they need to be referenced
for future update operations. If the files are missing
you will not be able to apply Office updates. You may
also be unable to uninstall Office products as a result
of the same problem. Please contact Microsoft Product
Support Services for assistance

Contacted MS already as stated in the article?

Otherwise see if you are able to uninstall it through Control Panel->
Add/Remove Programs and then reinstall Office and apply additional Service
Packs an hotfixes.

There is a file called offcln.exe on your CD. You can use this to completely
remove Office.

I tried uninstalling all of Office though the CD's and Control Panel. The
best I could do was remove files. Now none of the Office components will
run and I can't get the entry out of Control Panrl Add/Remove Programs.
