Outlook .msp files?

i have office 2000 professional. i bought a palm pilot that recommended
upgrading to outlook 2002, which i did but outlook 2002 would not work at
all. so i uninstalled outlook 2002 and reinstalled outlook 2000
professional. the problem that i'm having is that outlook was not working
at all after it was reinstalled. i tried everything. the only thing that
helped was to "restore my computer to an ealier time." now i can receive
emails, but the Windows Installer message pops on the screen constantly and
i can no longer download updates. when i try to reinstall it i get this
message:

"the patch package could not be opened. verify that the patch package
exists and that you can access it, or contact the application vendor to
verify that this is a valid Windows Installer Patch."

it will not allow me to use the Repair feature. it won't even let me
uninstall it or download any updates from the Office website.

the microsoft office website states that this could be the problem:

Windows Installer patch files (.MSP files) from previously applied Office
updates are missing from the \Windows\Installer hidden directory on your
computer. MSP files are stored on your computer after update installation
completes because they need to be referenced for future update operations.
If the files are missing you will not be able to apply Office updates. You
may also be unable to uninstall Office products as a result of the same
problem. Please contact Microsoft Product Support for assistance.

their link suggests this: "To patch the administrative image, run the
following command line:
start msiexec /a path to network image .msi file /p path to patch .msp file
SHORTFILENAMES=1 "
can someone put this in layman's terms? where is the command line? thanks.
