You did not answer my question. You are failing to make a distinction
between autoresolution and autocompletion in your reply, and you must
tell us which you are using ("autofill" has no meaning to us). If you
see a squiggly line under a name, then autoresolution is most certainly
working. Perhaps you need to read up on how these things work:

I have many entries in my contacts.
When I create a new email, in the "To" field, I should be able to put
the name "Mark". For example, if I have two entries in Outlook that
both start with Mark, a dialog box should come up and ask me which Mark
to use. This does not happen. Instead, the word Mark has squiggly
lines underneath it as if it can't resolve my intent.
Once an email has been sent, it seems to remember that email, therefore
the autofill is working.
Explain how you are invoking autoresolution.
Verify that the Outlook Address Book Service is installed and
configured correctly in this profile.

How's come Outlook can't resolve the name I type. In other words, I
should
be able to put my sister's full name or first name in the "To...".
Outlook
should be able to find the email automatically. This is not working.
It
will remember names that I use but won't search my contacts to give
me
options (if multiple names exits).
Thanks
