Can't Report Errors

I rescently had a system crash for some unknown reason.
When I clicked to report the serious error, I got this
message, (or words to this effect): 'This file does not
have a program associated with it for performing this
action. Create an association in the Folder Options
control panel'. I am OK with creating an association if I
know the file extension type and the program with which
to associate it. Unfortunately, I know niether of these
parameters, could anyone advise me please. Incidentaly, I
got the same message when trying to connect to the
Windows Calogue. I have had no problems in the past
reporting errors, Just since the system crash. Error
reporting for Windows Operating System and

Can you use System Restore to bring Registry back to a start-up predating
the crash?
